Overstocked?

I have a 10 gallon tank with a 20 gallon top filter and an under-gravel filter. I currently have 4 rosboras, 2 otos, and 3 peppered cory cats. Am I overstocked even with a heavy filtration system?

What species of rasbora?

I would not say that you are overstocked if the rasboras are a small species. I would want a larger tank for the schooling (keep 6+) Corys (so would swap 3 Corys for 3 Otos) and would add at least another 6 rasboras.
