Overgrown Tank

In my 55 g tank, left behind while I am on vacation, the plants have now grown out of control. I doubled up the ferts on the day I left, and my wife sent me some pictures that show virtually every inch of the tank being full of plants. The primary culprits? Hornwort, Wisteria, Watersprite, and floating plants (Silvana?). Should I just cut the bottoms off (disposing of them) and replant the Hornwort and Wisteria? How do you go about cutting back (i.e. shortening) Water Sprite and Rotala Wallicii, by the way? Now would be a good time to start a SECOND TANK, as I am set to move and have fast growers to transfer to the new tank. I hate to have to throw away plants...or large portions of them.
 
as with any stem plants:

cut off the top: produce side shoots & bushes out
Cut off bottom: Grows straight upwards.

Sell/ swap them on buy, sell, swap section
