Overflow

hello marine world. i have a question and thought be best to ask here im running a sump on my freshwater tank my overflow is the problem. i keep finding small fish in my sump. they must be getting though my weir and then down the pipe into my sump. i have tryed all sort making holes on weir smaller but water level rise as return is fast so now i have put a net over the top of the pipe leading to sump but any plant leafs block the net water level rises and i dont no what else to do
