Only staff can start new threads?

Under the Announcements section of the forum, it has "Only staff can start new threads".
Really?

Yes really. That forum is for staff to make announcements about the forum and not for members to post in. Otherwise we'd get people announcing it was their birthday or whatever, and that's not what the Announcement forum is for.

I also have such a section on my computer help forums where only staff can start a thread or post at all.
