Once Again I'm Attempting It On My Low Budget

So once again I'm attempting to do a nano planted tank on my teenager budget with no job since I'm still too young. I tried it once before but was not able to get enough plants so it failed. This time I'm going to plan better. So far it's cycling now with a crypt and one anarchis along with a golden mystery snail. I had a snail outbreak last time so I had to redo the tank and kill all the snails and I saved one anarchis hoping there's no snails on it. I'v just started the cycle today so. Currently I have a 10w fluescent compact bulb, ferts weekly, no co2, and a stingray elite internal filter. I'm currently letting the anarchis grow and cut it and hope to get some new shoots and use it to fill up the tank then transfer some to my larger tank until x-mas. My aunt loves fish too and is going to take me to Aquarium Adventure and some other sweet fishstores with lots of plants. The trick is that I have to know what type of plants I can get when I go becuase they are far away and I won't be going back to them again for awhile. I also hope to convince my dad to get a digital camera so I can show some pics too. If you guys have any ideas or inpute please tell me as I hope to get it right this time.

O in my larger tank I think it's hair algae, it's green long and stringy and it's only attaching and growing on my fake plant and fake rock cave. I'v cut back my light and no ferts and it seems to be helping but I'v only been doing this for a week, any idea what this is and if I'm doing the right thing?

if that green hair algae makes kindof a bush on top of you plants, you can try to just stick you hand in there, and pull it out. ive done this before, after much frustration with algae eaters and algae scapers and killers, i just stuck my hand in and yanked it off my plants and walla - no more algae. :p this might not work for you, but it did for me. hope it helps :]
 
That's what I'v been doing but it seems to keep coming back, it's a pain and looks horrible. I think the cut back in light is helping though because it doesn't seem to be growing as much.
 
Then again that algae is not going away any other ideas besides pulling it all off, would removing all fake decorations make it go away since it only seems to be attacking the fake decorations?
