older fish developed a spot by it's eye

this is my blue zebra lace angel, that used to be perfect, but I've noticed in the last couple months it has developed a growth / white bump / spot, by it's eye... do you think this is treatable , or is it just an old man bump??? it's been between 3 and 4 years in this tank... the other whitish spots in the picture are bubbles, but the bright white spot by it's eye, is not a bubble...

There are some spots on the glass that confuse my eye.

In general, cloudy patches on eyes can be injuries that probably work like cataracts on us. They occasionally heal on their own, but usually stay for the life of the fish. You have to watch if the same sort of thing is around the eye, off the eyeball, because that becomes a whole other issue.
 
If it's caused by an injury, it probably could heal. But not always when skin gets damaged, it will heal. If it's a growth, then it will remain there.
