Ok So What Would You Suggest

I have a 30 gallon tank right now with 1 jack dempsey 1 rubbernose plecko and 2 firemouth cichlids. I want maybe 2 fish that will swim around the top of the tank because all of them like to stay around the bottom. What could I get that would be compatible and no more than 5 inches full grown. Maybe something tht would add some more color.

Your tank is already too small for the fish you currently have. I would not suggest getting anything other than a larger tank.

The jack dempsey will be moving to a bigger tank once he grows some more hes to small to put into my 125 gallon because I feel he will be bullied by my red devil cichlid at the size he is. Do you think any other fish could go in once he leaves?

No, I personally would not suggest it.
Your firemouths will potentially grow to 6" each, and will much appreciate the space in the long run. Especially if its a breeding pair.

I think once your jd is moved you could think about getting a school of tetras or something.
