Odd Fish Behaviour, Listing To One Side.

To me it sounds more like NTD than bacterial. However, IF and that is a big IF you have a hospital tank, you can try treating with antibiotics in the seperate tank. I honestly do not expect to see him recover. If you do not have a hospital tank, i would go ahead and euthanize.
 
Hello again all, thanks once again for all the help.
The fish all seem to have returned to normal shoaling and are back on their food.
I was thinking of giving them another week or so before adding anything new. Are there any tests I can carry out to make sure this doesn't occur again?
 
Your tank has only been running for a few weeks now. What's your remaining stock? And have you bought a test kit for ammonia and nitrite? I believe your tank should be at it's highest point with ammonia right now. Don't buy anymore stock, just buy a master test kit for now and let the tank finish cycling (assuming you haven't,of course)

Ok test kit first then.
The remaining stock: 5 neon tetras. Two healthy looking plants and one slightly dodgy looking one.
The cycle is about 3/4 done apparently.
