Not So Smart Friend

That's a wee bit rude don't you think?
After all I have the best intrests of the fish first off.
I didn't wish to know the condition of your friend, maybe it sounded like I did after reading that post but as you said your friend has amnesia then I'd definitely say no fish, just my personal opinion.
As you've already stated about this person they bought an arowana so its clear your not constantly with this person otherwise you'd have let him pick a better choice of fish, hopefully.

How about you let your friend in on your fish as your both in the same house? Fedding, water changes ect.

Its actually supported and suggested by doctors for people suffering amnesia to keep fish as it introduces a routine and retrains the memory by caring for the fish.

Fish are used to help ease many medical conditions. The main reason i have fish is because my partner has epilepsy.

Now even though i have just said the above i still think you need to guide your friend OP as i feel that he is just using this as an what will a fish eat experiment.

I think you should try to steer him to maybe a small community with a could of dwarf cichlids and get him away from predator fish as his tank is far to small for what he wants.

I'm not saying your wrong, but any training I've had working with vunerable people or people with mental health problems, both in my counselling degree and in practice via a mentoring service it was always said to never put any hobbies/interests towards the person in question as it can cause more stress to the individual.
I only know this from this point of view as I asked the question believing it would be a good idea.
 
I agree on the idea of a community. Since you already have a predator, why not try something different, your brother might love it
 
Given what you've said, I think the question is what can you look after?
You may want to let him actually do most of it, but you will need to be the safety net for the fish at all times, so how much time can you put aside for the hobby. Decide this then look to get a tank that can be cared for in this amount of time.
