Noob..carbon On Tank Bottom?

I am new to the board, and fish keeping in general. I have just received a hand me down 50 gal aquarium, with a magnum 350 convertible carbon filter.

I am trying to set up the tank now, but having trouble.

Problem is there is large amount of carbon dust on the bottom of the just filled tank. The water has a bit of a dark color as well.

I have just finished cleaning the unit, I put a new sleeve and new carbon in it, I did rinse the carbon but perhaps not well enough?

Can I just siphon up the carbon or do I need to do a full water change? and will it just do it again after I do?

just siphon it up and maybe put a water polishing pad in your filter.
