I found a pipe joint (Oatey Pipe Joint Compound) silicone at home depot today. Im going to need it for water-tighting my PVC. Can this be used as an aqaurium silicone? It says al lthe ingredients are non-hazardous.

hehe why not if it kills any fish you can sue em   just kidding i think it should be fine good luck!

Because it might say non-toxic but they likely aren't intending it for aquariums. It may have some kind of anti-mildew or fungus chemical that won't harm a person but it might be toxic to the fish or bacteria in the water. If it's 100% pure though then that would be different but he didn't say it was and I am paranoid enough not to use unapproved sillicone in my tank.
