This one is safe ? 2 or 3 bags enough for my tank ?
Yep, that's the one :) One bag might be enough, maybe two, I'm not good at guestimating how far bags of substrate go, depends how thick you want the substrate to be too. Three bags would probably be too much.
 
Keep a bit back though, to replace the sand you'll probably suck out during a water change. I use buckets so I just wash the sand that ends up in the bucket and put it back in the tank, but i have lost some over time.
 
The sand aspect has been well covered. The tank dimensions indicate what in NA is a standard 29 US gallon, I have two of these tanks in my fish room, and they are versatile. Your water parameters indicate soft water, so you have a lot of fish options. Cories will be fine, and a group of 12-15 in this sized tank would be my suggestion. Species can be mixed, they all get along, and it does seem they are just as well off with multiple species as with one species. All prefer cooler temperatures, around 24-26C which suits many tropical fish species, excepting a few that need much warmer water and thus would not work with cories.

Larger groups for any shoaling species are better, so I would aim for 9-12 neons. Shoaling species are all of the tetras, pencilfish, hatchetfish, rasboras, cories, rainbowfish, etc. "Minimum six" is basic advice but the fish will always be better with more, and with more space as here the larger groups will also provide more interest.

Sand is very easy to wash, if you wash it in a 5g bucket outside. Get it near the hose. Get a couple of pounds in the bucket and out it at an angle. Out the hose in the bucket, and while it’s filling up, stir it with your hands. Once it overfills, repeat this until the water is relatively clear. (It won’t be crystal clear)

Once you out it in your tank, fill the tank half way up with tap water, then drain it. Then fill it up de chlorinated water. This will make the water in the tank less cloudy.

I'm in ireland . Plenty here too !Great I'll get to work on that soon thanks. :)
 
The only play sand that I know has been confirmed aquarium safe that's available in the UK is the Argos play sand, which only comes in the one, well, sand colour.
B & Q play sand also has a good reputation - when it's available. it's been unavailable for months.
