This will be my second tank. I plan on having a Ten Gallon tank with 5 neon tetras, 3 Ghost Shrimp, and 1 African Dwarf Frog. I need help finding a good filter. I have approxamately a 50 dollar budget. Will I need a aireator or not?
 
To be honest you would be better off not putting the frog in. Frogs need to be kept in groups off at least 3, i had 2 to start with but lost 1 then i was told on this site that they need company. I know have 4 altogether and they are loving it far more active.

Whgat elese should I put in there then? I mean it would be pretty boring without it don't you think. I don't want more fish just more things like that like ground feeders and stuff.
 
In that size of tank there is'nt really much u could put in maybe drop the shrimp, which lik to have their water fairly good. i would put in 3 frogs instead of the shrimp.

Wouldn't that over crowd it?
 
With a reasonable filter, it would be OK.

Sorry, can't help with the filter, I am not aware of what is available in your area. I've never used a HOB, which appears to be the staple filter over your way. Most of the UK brands I'm aware of for internal filters are unique to the UK and exturnals are going to be out of the $50 budget, I'd have thought :sad:
