New Tank Setup?

Ive setup my second tank which was a nightmare,this morning the water is still very cloudy,if i was to take out the protein skimmer and buy the media for the filter instead of it running which is a bit noisey *grin* how then can i get the uv sterilizer to run in the tank as i would need the filter to break the surface of the water,i have a thing in the tank at the minute that breaks the surface,( not sure what its called)....it just seems as if the tank isnt clearing,any suggestions?

I posted a reply earlier, but think I may have misread the question as its no longer here. I would suggest a circulating pump of sufficient output to pump out to the uv and return to the tank may work. Only problem is the head of water reduces flow rates, so the higher up the uv the smaller the pump. I know from experience that the flow rate is important because if its too fast it will greatly reduce the efficiency of the uv. Another option would be a second, possibly smaller external filter which would give you the added benefit of a back up.
