New Tank Problems!!!!!

Hi Gang,,,
had my new tank set up for nearly 3 weeks, added some water from an older healthy tank, to speed up the cycle of the Nitrite roll-over to Nitrate...
However the change seems to be taking ages, my Nitrite levels are off the scale, test is almost phosphlorescent....
any tips or tricks on how to speed up the change so my fish dont get affected? ive put about a bottle worth of 'Cycle' straight on the filter to boost up the healthy bacteria levels....
Any help would be most happily recieved...

the bacteria isnt in the water so that wouldnt of made any diffrence!the bacteria is in the filter media and theres a little bit in the gravel.So take out some of the media from the old filter and put it in the new one and that should help.Also do water changes.

If nitrates are the problem what i did in my old tank was use nitrate minus and install an air pump, that helped to lower the nitrate levels
