Air pump:
Check to see if the tubing is secured correctly to the air stone (or other bubbly apparatus) and to the pump. Sometimes if the tube is slightly askew, it will appear to be nonfunctional. Also, can you feel the pump working? It should be vibrating.
Lights:
Check to be sure the light bulbs are installed correctly. I'm not sure what kind of lamps this tank has, but if they are incandescent bulbs, you can shake them to hear if they are broken. When you shake them and hear a metallic rattle of sorts, you know they are in need of replacement. If they are LEDs, I have no idea what to tell you. If they are fluorescent lamps, try removing them from the housing and replacing them. Also may be beneficial to lower the water line.
If this is your first tank, this Biorb is going to be a bit of a challenge for you. 60-100 liters is the preferred size for beginners as there is more room for error. 30 liters gives you very little room for fish, and I've heard these set-ups can be quite the pain. Be sure to read up on cycling your tank before adding fish. The last two links in my signature will help you get started.
