New Setup Working For 5 Hours

That's normal for a new tank, or one that hasn't been running for a while. The bacterial coating on cycled tanks prevents this from happening. It's just air bubbles in the water, nothing to worry about.

Are you going to do a fishless cycle on your tank? Tell us how it goes.

I'm not sure on the bubbles sticking to the heater. My guess is that warmer water (e.g. right near a heater) depletes the dissolved gas, and that is what those bubbles are. But I'm probably wrong.

bubbles are normal for a new tank
they'll go away by themselves unless you scrape them off

if i can give one suggestion, move the filter near the middle of the tank to ensure proper water circulation everywhere

if water gets tagnant on one end, it could deplete it's quality and get lower oxygen level on one side

that, or setup and airstone on the other end

of course, if the tank is 18 inches wide, forget what i said!

now its been about 24 hours
and my aquarium is foggie and blury(not crystal clear like bforee)

am i doing anything wrong

Anywhere between 2 to 6 weeks depending on temperature, pH, and availability of "seed" materials. Of those, temperature is the easiest thing to control. Keep the temperature around 90 degrees F to speed up the process, and keep adding pure ammonia (a.k.a ammonium hydroxide) at around 5ppm. Keep track of amount of ammonia added to the tank. When the ammonia level drops to zero even when you add the same level of ammonia, you're done cycling.

Also, do a google search for keywords: fishless cycle ammonia

just to know that im not doing a cycle
its just the aqurium running for 24 hours

a cycle isn't something you can just 'not do'. it will happen to your tank regardless of weather you read that link and do what it says or not. however if you just add fish and hope for the best you will more than likely have several die on you, and it will be your fault. if you don't want this to happen I advise you to read the link that has been posted and do a fishless cycle which prepapres the tank to support life before you add any.

:)

i dont have much time and dont have ammonia

don't keep fish then :/ if you haven't the time to dedicate to looking after an animal properly you really shouldn't do it.

go out and get some ammonia, seriously if you can't be bothered doing it properly don't do it. this is animals lives at stake here, if you get pets you take on the responsibility for they're health and happiness, if your not prepared to do that you shouldn't have pets at all.
