I recently got pressurized CO2 for my 20 us gallon tank - what can I do to figure the ppm at 28ish, and how do I figure how many bubbles per minute I need?????

For a 20g i reckon you'll need around 1 bubble per second. But as Dave says start low and increase it slowly over a few days. The best/easiest way I find to test my CO2 levels it to take a sample of the tank water and let it sit for around 24hrs, so that all the CO2 gases off. Then take the pH of the sample and the pH of the tank, a 1 point difference (i.e. if the water sample is 7.4 the tank should be 6.4) means you have 30ppm CO2 in the tank. If you have a pH probe even better for accuracy but not essential.
