New Fish Tank Cloudy And High Kh

Hello , I Set up my brand new 60l fish tank 2 days ago, i added gravel, water and water conditioner and filter. Didn't add no fish and im not planning to i want to let it cycle. The thing is its cloudy and has very high Kh 20d To be exact , i tested with testing strips. Chlorine is fine,Ph is fine, Gh is fine, No3 is fine and No2 is fine. I Need to know why my water is cloudy , its really bothering me now , and how to lower the Kh. How long will it take for my water to clear? Thank you
 
I just set up my 60 litre and it was cloudy at first but cleared. Don't know about the rest as I'm new to this.
 
I had the cloudy problem once. I was asked if I washed the new gravel fisrt before placing into tank. I didn`t. I waited a week and still cloudy. I had no fish at the time so I just emptied the tank, washed the gravel and started all over again. This second time the water was clear as day and left it to cycle.
 
I've noticed that the view is that testing strips are very inaccurate - I would suggest getting the API Master Freshwater (or similar) to be sure of the results of testing.
 
I take it that your adding ammonia?

+1. Liquid tests are far more accurate.
