im wanting a diffuser for my new 29gallon(UK) tank. the fish specialists i have been using recently, said that i wouldn't need a Diy co2 thing, and that i should use good substrate and ferts(as you would normally) and just use an air pump on the diffuser at night to add oxygen. or get good substrate and use ferts (as you would normally) and leave the air pump on with diffuser all the time and keep it oxygen rich which will help the plants grow. is this correct? or would i need and air pump and diffuser for at night and a Diy co2 thing for day?

CO2 depends on the amount of lighting you have. Higher lighting means the plants grow faster, which means they need more nutrients & CO2 to keep up with the growth.

how many, and what wattage are the lights?
What diameter are they? (T5, T8 etc)
 
not sure about lights as i havn't picked it up yet, but i can always change them. should i go with a DIY co2? oxygen rich tank? or just have oxygen at night? cheers
 
ignore the oxygen part. Air pump dont add oxygen directly to the water anyway, the bubbles creat more surface agitation, which means a larger surface area to allow quicker, and more efficient gaseous exchange between O2 and CO2.

depending on the level of light will tell you what to use.

very low lighting and you dont need CO2
low-medium lighting and liquid carbon or DIY will suffice
High lighting and you will need a pressurized system otherwie you will get algae
