The first picture looks like it could be a dragonscale betta with scales over it's eyes I think unless it's just a really bad light effect.
If I'm right and it's not blind already it will be soon. It's not a problem except when it comes to feeding. Also probably will need to keep its tank the same so that it can get used to its surroundings.
