I got 3 new fish about nearly a week ago now for my 19 ltr tank, today i went to clean the filter section (separated at the back) and i found 4 tiny fish, problem is i dont know how to get them back the main tank. im not sure if i can take them out of the water yet to move them yet im not sure to turn my filter back of if it may hurt them. What do i do??

To get them out of the filter, you can use airline tubing and siphon them out. As for putting them in the main tank, the other fish may eat them. If it is just four, you can probably keep them in a large glass or even a cleaned out vase. They won't use enough oxygen to need aeration for the first few days. That should give you time to find a simple air pump and stone and maybe a sponge filter.

Oxygen won't be the issue, food and ammonia will be the issue.  Fry are extremely sensitive to ammonia, and they will produce a fair amount, even as small fish.

Adding plants to the container will aid in both situations.  The plants can uptake the ammonia from the water and they are a home to many microscopic fauna that live on the plants that the fry can eat and live on.  But, adding a TINY bit of regular food (finely broken up) will help.
