Can someone explain to me why my neon cannont swim up from the bottom of the tank.

Think you are going to have to give some more details abou this unusual activity from neon tetras.
 
It would be most usful if you can provide, tank size, is tank cycled, is there a heater and filter on this tank, how long has this tank been running, how long have you had these tetras, are there any other fish in the same tank?
 
Are the neons showing any symptoms? gasping, lethargic, shimmying, red gills, poor apetite etc
 
The more information you can give, the better the answers you may get.

hi and welcome. Can you get a close up look at him? Are all his fins intact? Is he swimming oddly - like he's lost his balance? Perhaps swimming on his side or upside down?
 
Do you have a water test kit - such as the API masterkit? If so please can you test the water for the full range and let us know the result. If you don't have a test kit the water can be tested at you local fish store - usually for free, If you should get it checked at the fish store please ask them to give you the actual readings rathers that telling you 'it's fine'.

Can someone explain to me why my neon cannont swim up from the bottom of the tank.

is it that he can't swim from the bottom of the tank, or won't swim from the bottom of the tank? I have fifteen neons, and they don't ever swim up from the top of the tank. They like to stay near the bottom. We really need more information then that to make a diagnoses.
