Neon Tetras Getting Bullied?

Hi I currently have four neon tetras which do not move from the back of the tank and won't go near the other fish.

In the tank there is 2male guppis, 2female guppies and 2dwarf honey gouramis.

Are my tetras getting bullied?

Any help appreciated

What size tank do you have? What are your water stats? Ammonia and nitrite are the most important at the moment. How long have you had the neons? It could be bullying, water problems, ect...

Neons really need to be in large group to feel safe and to schoal. I would get another four at the least

There currently in my 30L tank but I think I will move them to a bigger tank and add some more to the group. The nitrate and among a levels are fine.

Will the tetras mix with the cardinals? Or I they best just with tetras?
