Neon Tetra White Thing On Side Of It

I have a neon tetra that is fully grown and has what looks like a white fungus on it so I dossed my tank with 15ml of API Stress Coat to see if that cures it, does anyone know what it is that has had this before as I dont have another heater to set up a quarintine tank for it and I cant get a pic cause well the group of 7 never stop long enough to get a pic. and i've read that it could just be growing on a wound but not sure any advice would be helpful thanks.
