Neon Tetra Very Skinny Acting Odd

I've read many post on this site, but never actually posted anything so I'm very sorry if I've broken any rules.

I was watching a movie and got bored and thought that I would look at my tank. I noticed one of my neon tetras looked very skinny, I put some flakes in the tank and he wouldn't eat any of them. I watched him for a while and he wasn't moving around as much as normal nor was he schooling. I recently set up a tank for the guppy fry that showed up and I put him in there (the fry aren't in there yet). He still won't eat and my boyfriend said he looked bug-eyed. I don't know what to do, or what is wrong!!

How long have you had him? Did you add the group together or separtely?

His coloring looks fairly normal. The red may not be as bright as usual. Water changes are done weekly. The group was added together. Also, no new fish have been added to the aquarium except for the 4 guppy fry that have been in a breeding net for 3 about weeks.

Red stripe looks bleached Out.
Can have a yellow colouration on the blue area.
Black lining around the red..
Leave the shoal and are restless.
Have lump on the belly that go to a point.
Go skinny even bent spines, and can get dropsy and popeye.
