one of my neon looks to be growing a what looks like a wart on its lip its only little but is this a diease?

Might be - my head + tail's had this once.

Leave it for about a week and if it still hasn't cleared up then think about medication...

Remember to keep up your water changes this week though - this will help if it's a parasite.
