Neon Can't Swim

My neon can't swim, he drifts back and fourth and he tries to swim up but just dosn't seem to have enough streingth.. I don't know whats wrong with him? what should i do? his fins look fine there not nipped or anything

Do you mean he can't maintain his balance in the water, as the neon bloated up, sounds like swim bladder.
