Need To Setup A Tank Quick But How?

im in trouble my figure 8 puffer (that i was told was freshwater) has started to nip at all my other fish i had a cory die earlier not sure if this was down to him couldnt see any bite marks, but anyway im going out to buy a tank in the next hour to put him in how fast can i have it ready for him to go in? i have another tank running for months with a undergravel filter and a hang on back filter but it has enclosed carbon and foam cartridges is there anythin i can use from this tank to get bacteria in the new tank for the puffer to go in?

he has been in the tank for few week with no problems till now but i really dont want him killing my other fish so needs to be in this other tank asap

Can you take part of the foam that is cycled and place in the new filter?

the problem with the cartridges are that they are sealed but i could possibly cut some of the foam off or even take the whold cartridge out and put it in the new filter plus the grid in the cycled filter will have alot of bacteria growth on it
