Need Information/advice/ What To Use.

I have a little bit of a diverse tank. 
 
Clown Loaches ( 3 of them, all under 4 inches and one is a young one 1 1/2 inch)
 
Green barbs (5, 3 are small)
 
Cardinals
 
Guppies
 
and one angel fish.
 
Won't get into details about fish behavour, as most of them are happy and growing and eat, some guppies died because they give birth too much?
 
SOmetimes, they gasp for air. I understand nitrate nitrite the principle ingrediants to fish stress. And usually all 0 or very low. I use an R.O filter thing with 2 filters. I have a UV thing, ph is 7-7.5. I have a peat ball. I feed them tetra flakes, bottom feeding pill things once a day sometimes again at around 9pm, but not always, and blood worms the odd time.
 
Tank has this white tiny hairs, smaller then hairs on the fingers on your knuckles. I don't have an algae eater, had an apple snail, but the loaches had their way with it eventually
 
I know maybe too many minerals in the water perhaps? R.O needs a new filter in one thing maybe.
 
I have a canister filter fluval 306 that I modified to have 4 chambers instead of 3. I have that charcol stuff and a perigen filter by seachem, which works alot better for the nitrates then a fluval product did. But I don't know if there are still too many minerals in the water, or maybe I need an Oxygen thing I seen at the fish store, the brilliant fish in the super duper clean fancy water had a oxygen thing.. I have a water circulator, aqua flow 20 which is one full speed 24/7 with a air tube length near the window where I leave the window open lol so the fish can have fresh air?
 
30 gallon tank. Oh and a second filter with de-nitrate only slowly running. it is a converted marina slim. 20

clowns get huge, the need around a 100+ tank and are very social animals. they will outgrow your tank, and i would recommend rehoming them and going for a peppered cory instead, you can have around 6 of them, but depends on how many tetras you have.
angels need 30 gallons each, which is recommended, but they get huge, so bigger is always better.
 
because the aquarium is near the window the light from the sun is most likely giving you the algae problem, try to get it out of the light. the only way the oxygen can get into the water is if you use a bubblier, i fyou have a planted tank you don't need it, but depending on the stocking and what the environment is like you sometimes need it.
if you do weekly water changes with treated water, and your tank is fully cycled then the air gasping shouldn't be an issue.
I would say that you should do a 50% water change and treat the water before adding it into the tank and that should help with the issue of gasping for air.. but what are your stats of the tank. if you don't know go get it tests.

Those clown loaches are going to outgrow your tank, they get really huge, so think about rehoming them. Your stocking seems OK (besides the clown loaches) but an angel usually doesn't do too well with fish smaller than it, but if you say theres not an aggression issue you should be okay. Also watch out for your barbs fin nipping the angel. How long have you had this tank? I think your issue may be that it is not properly cycled. If you have a test kit, test for ammonia nitrite and nitrate and let us know the results so we can help. If you don't have said kit, take in a water sample from your tank to your lfs and see what they say, and I'd recommend you getting a test kit.

yes I know they will outgrow that tank. it would make sense that I will need a large tank in the future. ( few months from now) That is not the issue. 
 
amm, 0, nitra, 20-25, nitri, 0. ph 7.5 as I wrote. I do not know KH and stuff like that as test for those things run 20$ each. so I was hesitant. did a hardness test once of the tap water, it was moderate rating. not low, not high. the barbs are smaller then the angel fish.
 
fish tank is in a dark room, closed off from all sunlight. The window is covered with blinds (closed) ( window is open ) the tube line is about 10 feet long. Tank is about 7 or  so feet from window. 
 
Had this tank 1 year. Had a smaller tank 2 years ago, same fish, they got bigger so I got  36" long 30 gallon. and they are spoiled because I have a high tech light that dims with time morning and night. One loach I had for 2 years, then got 2 more the following year because I realized it needs play mates ( with the upgrade of the tank ) From a 20 to a 30g.
 
one barb had a foggy cloudy eye, treated it and it seems to be very minimal and is going away. But is why I come here to make sure things like that don't happen again. The fish tanks at the pet store, some are so beautiful and I want that.
 
also have nice bog wood with real plants, that I think I need to replace the average bottom gravel with the nutrient substrate. I add this plant food in the tank half a cap ever 5 days or so. it sais twice a week. I say meh. but I think it puts too much nutrients in the tank and the plants are ok ish but arn't like booming nice, they have sometimes, but only for a month then they get holes in them and start to just bleh, and the stocks of the plants are like the width of a pinky finger tho

Clown loaches get 16 INCHES LONG. Im adressing this problem and this problem only, get a bigger tank if you want them!

Far better to give a fifth of the dose every day rather than a full dose every five days. You are putting excess nutrients in the water which will be utilised by algae.

Have you tried an O2 test kit?

As your angel grows it will find the cardinals a tasty snack

I'm struggling to understand what the question is. Is it the white hairs, or the gasping behaviour, or something else?
