I have a completely empty tank. It is about 75litres. I want to breed platys and guppys in it. What type of filter etc should I use?

First thing first.
Read up on fishless cycling.
 
HOB (hang on back) filter works great on smaller aquariums. Please do fishless cycling.

If you are serious about breeding platies and guppies, you are going to need a plan for what to do with the fry when they are born and have grown up.  Honestly, the 75L tank is a nice size for a few of each, but not for many more.
