My Tap Water = Nitrates = 40 Ppm

You can use various exchange resins (expensive, and probably not that good - take time to work), or you can just live with it.

I use RO water blended in, to reduce levels - but to give me a hardness suitable for my fish.
RO water has its own problems!

Keep plants in the tank if possible - they won't remove it all, but may help a little

I've heard of de-nitrating filters, that look ungainly, require a bit of DIY and won't work quickly enough for you to have 0ppm nitrates - probably better to stick to tougher fish!!!!!!!!!!

If you have a Juwel tank you can try their nitrate removing sponge. I have been using one and my nitrates are consistently below 10 ppm, while the tap water comes in at 30ppm.

You could just leave it, my tap water is around 40 ppm.

Scientific experiments have only shown any long (or short) term ill effects to fish once the nitrate level hits 100ppm or more, so there is little chance of there being any problems at 40.
 
Putting duckweed in a change bucket overnight would help; I'v seen tapwater of 70ppm around here previously.. alot of hassle though 40ppm isnt harmful as long as you keep up with wcs
