My Pufferfish Is Not Ok?

Seems fine and seems to be a picture of good health but.... I found him on the bottom tonight curled sleeping. He saw got all excited swam around, then his right pectoral fin malfunctioned and the curled up and dropped to the bottom of the tank quite forcefully. Then he got up and just kept on swimming like nothing signifigant happened. Ive kept a few GSPs in the past in high end brackish and they did great for a few months, then... I find them sitting on the bottom one morning a black and sickly then the get up and swim eratically like a downed plane with parisitic worms gushing from thier gills like smoke. Definatey dont wat a repeat of this with my new Figure Eight. I had one figure eight puffer before for a few years. That puffer used to swallow air a lot when it would eat. Really need answers, i am very worried. Water Parameters: (P.h. 7.4, S.G. 1.002,.....) Could he just be exausted. My LFS put him under super bright lights for over 12 hrs.
 
He sounds fine. My puffers sometimes "rest their fins" for no obvious reason, and then the next day are fine. I wonder if they sprain them, given how hard they work propelling them along! As ever, watch for odd behaviour, do water quality tests, and act accordingly.
