My Platy Is Lying On The Bottom A Lot What Do I Do

I have a male mickey mouse platy that hardly comes up off the bottom unless you feed them. he is in a 50 gallon tank with a female platy and three new fish two of which are red eyed tetras and one a glo-tetra. i have check the ammonia, nitrate, nitrite, and pH levels and they all are normal for the tank. His tail is bent downward alittle but he has been like that since birth. Any advice?

Can you tell me the folloiwng info, please.
 
1) When you say that ammonia, nitrite, nitrate and pH are "normal", my idea of "normal" might be different to yours. Can you please post the actual levels.
2) How long has the tank been set up?
3) How did you cycle the tank?
4) When did you add the extra fish?
5) Was the platy acting normally before you added the extra fish?
6) What chemicals do you use in the tank?
 
Ill have 2 getback 2 u with the exact levels on everything the tank has been set up for over a year i usually cycle the tank with a 15% water change weekly like i was instructed to i added the extra fish about a month ago the platy was acting weird before but after adding the fish his condition worsened and i use api water conditioner

Another characteristic that i did not report earlier because it just appered is a dark red almost brown like spot on his side and his scales on his head loo like they are peeling up
