no it will be fine submerged completely if thats what you mean but dont have it in a horizonal position

Actually, it depends. Do you have a hang-on heater or a submersible heater? Hang-ons aren't meant to be totally under water (since they hang onto the side), but submersibles are fine totally in the water.
