My Future Plans, Any Advice?

Hi everyone, this summer I plan to change my tank some more. This is how it looks now:

It may not look like it in the pictures, but the plants are growing very slowly, and the bottom leaves all grow brown algae and eventually die, but the upper leaves are nice and green.

I have Water Wisteria, Java Fern, and Hygrophila (not sure which kind) and an unidentified plant. I want to add Vallisneria, and some Elodea.

I run a Life-Glo 2 and I add some Seachem Comprehensive fertilizer.

Anyway, I was wondering if I should add any other fertilizer?

Also, are there any hoods that hold 2 Flourescent bulbs? So far I have only found hoods that hold 2 compact flourescent bulbs. If there are hoods that hold 2 regular flourescents, how does it fit?

Just looked at big als, I found this: http/www.bigalsonline.com/BigAlsUS/ctl36...riplight30black my tank width is 30" but the bulbs i buy are 24", is this the right size? I guess it looks like I found a hood with double lights though! I have a question though: How does the lid fit into all this, how would this strip light fit in?

Edit- Ive been using different search terms, and now I found some more twin-tubes, just a nother quick question: is there any company thats best, or does it not matter?
