My Flame Hawfish Look Ill. Please Help.

Hi, I have had my Flame Hawfish for about 3 weeks now, and he has been doing fine for this time. But today when i came home i noticed that he has turned very pale, and his tail look almost as it is going rotten. He just hides away behind a rock now... does anyone know what caused this? The tank has 4 fish in it includeing a Long Nose hawk fish, A picasso Trigger, and a porcupine puffer fish. I have searched forums on ilnesses and have not found any info on such an ilness, would it be that my puffer is trying to eat him? plz message back, thanks Tyler. Or maybee the Picasso trigger... i really dont know.
 
Going to be honest not familar with these type of fish.
How many gallons or litres is the tank.
Water stats would be good in ammonia, nitrite, nitrate, and ph.
Finrot signs are white edging to tail, or red edging to tail, red streaks in fins, tranlucents fins, fins falling apart, fins look cloudy, the fins look slimey.
