most fish "except carnivourous ones" only usually eat other fish when they are dead and rotting in the tank, usually just to see what it tastes like, and maybe to continue.
But most tetra such as black widow are herbivours, so it shouldnt hunt down and kill them... its more then likely just picking at its comrades remains
