I worked their tank size to be just under 8 us gallons there are two in there now with plenty of cover and caves. I think they're too young to be sexed or they're both females as they have no wrinkles or lines on their bellies but could I add a third?
 
I have zero experience of dwarf puffers, only their relatives, the slightly larger red-tail puffers, so I'll be interested to see what people say in answer to your question.

Keeping multiple puffers of most species is a gamble, and I think you'll find for every one person for whom things work out fine, there's another who's had nothing but trouble. One idea might be to put a mirror beside the tank, and see how the fish react. Sometimes fish don't "get" it's a mirror, and will react to the mirror image of themselves as if its another fish. If the fish are mellow, then maybe it's worth a shot, but if the fish go bananas, then you'll have your answer.

Well they get on with each other fine so I think they mightbeok with another i just want to make sure 3 would be ok in the size tank. Might give the mirror idea a go too. thanks for your reply x
 
Since your tank is slightly under 8 gallons I say stick with the two, 3 will be pushing it. If you upgraded to 10 gallons 3 will probably do fine.
 
In 8 gallons you would amost certainly lose a third if you tried to introduce it after the first two had settled in.

In my experience, even if you'd started with three you would most likely lose one as they matured and became more aggressive.
This may still happen even with two in such a small tank. It depends on the genders and temperament of the individuals.
