My betta has been scared

A week ago someone must have taunted my betta and now he is afraid. He runs from me and it is frustrating. He use to eat from my hand and blow bubbles all the time. Now he sits at the bottom and swim off fast if you gets near. Doing so he has snatch part of his fin off. What can I do?
 
Give him time to get used to people again, you can’t rush these things. In the time being, try not to put your hands or any other piece of equipment in the water, for the time being.

Did you have people over at your house recently?
 
What size tank is he in?
Is it cycled? How long has it been set up, and how long have you had him?

Bettas don't stay "taunted" for long, sounds like something else is wrong, like poor water quality
 
What has he torn his fin on? If you have sharp plastic plants I would take them out and replace them with silk plants (or, eventually, live ones).

I have changed the water twice since then. I have a filter that changed even before it's time.

I concur with @Slaphppy7, Bettas need a minimum tank size of 5 gallons.

The Betta may seem happy, but he is most likely not. A 5g tank is recommended, because it gives the Betta much more room to swim, and it’s easier to handle water parameters.

If you’re going to upgrade anyway, I would look into getting a 10g tank. The bigger the better! :fish:
