More Freaking Killifish Drama

One of my adult male killifish has become prone to settling on the bottom - not a lot, but enough to cause me concern. Associated, I'm sure, is the fact that both of his pectoral fins - normally rounded, with red spots and white/blue edges - have become "contracted" - he seems to be holding them with the rays together, they've lost much of their colour and they appear to be shorter than they used to be. This hasn't affected his other fins, so it's not fin nibbling from his tankmates - is it finrot? Or is it something else? They appear dull and are held abnormally; usually, like guppies, the species of killifish I have use their pectoral fins to move short distances or maintain position in the water; this male uses his still, but relies on them a lot less due to, I'm sure, the problem causing the condition or the issues caused by the condition. No other fish present similar signs, and the water appears to be of good quality.

Any help and suggestions would be appreciated.
 
What are your water stats in ammonia,nitrite,nitrate,and ph.
So the fish has red spots on the fins, are the spots pinhead size.
