Moor Eye Problem

Hey, i've got a notsoblack moor and just recently one of her eyes seems to be deflated. The other one is huge, and this one is about half the diameter as though it disappears into her head. It returns to a somewhat normal state when protozin is added to the water, but i cant keep the stuff in the tank permanatley, this same eye also seems to be developing a translucent film over it. The other eye also has a pool of blood in it almost like it cut inside below the pupil.

Any help and info or ideas would be more than welcome

edit: If i can get some pics would that be helpful? its a really dramatic difference in size

edit: 16/12/08, shes now swimming slanted sort of at this angle \ any ideas im gettin worried!!
 
anything in the tank it could be hitting the eyes on?

cant really help with this im afraid. if you can give us some info on the tank, occupants and water chemistry it may help

Well because of the eyes there are no rocks or articficial plants in the tank, there is a ball of floating elodea but that is all except the filter. As for water chemistry ive no idea will get a test kit (new to the art of proper fish keeping) the tank is miniscule though, due to bad information, two fish one male common and my notsoblackmoor they are in a tank no more than about 20litres (please dont shoot me its the parents! - im battling for a 110 litre)
