personally, I don't think the fish care.

I put it to personal preference, do you like watching your fish after dark?
 
easy to do yourself, there are threads in DIY or hardware, I'm too lazy to find em :)

You can buy clip-on moonlights, or you can buy canopies with moonlighting already included.
 
I've bought one for my Amazon tank, just haven't installed it yet. I read somewhere recently, either this forum or another, that it really helps to create a more natural transition from normal lighting to pitch darkness. Makes sense to me - the sun doesn't go down (or come up) by the flip of a switch! When I install mine, I'm going to put them both on timers so that there's a progression - in the early morning the moonlight will come on, then an hour or so later, the tank lights (dawn effect). Then in the evening, the tank lights will go off and the moon light will come on. It will stay on for an hour or so (dusk effect), then it's back to completely dark and the whole cycle starts again.

I'll keep you posted on how this works.
