Whats a mini-cycle?

isn't it when you can create a cycle by doing things such as rinsing your filter under tap water and killing the bacteria, therefore the cycle has to kind of start again (but wouldnt be as bad as a new tank cycling)...or if you add too many fish in one go...

Pretty much what houndour said. Basically, it is when something happens that causes the fish to produce more ammonia than the bacteria colony can handle. It's caused by adding more fish, cleaning too vigorously, changing filters, etc.
