Mandarins are lovely but my views are they should be in a quiet species tank with others of its type / Nature

Mandarins do not tolerate others of the same species in the same tank unless it's a huge tank with large amounts of live rock (general guide is 75lbs per fish). I tried two in a 100g with about 180lbs of live rock and failed as they are just too territorial.
 
Were they all Males Aquascaper? A male will tolerate a bunch of females, but will not tolerate other males.

They just don't seem to tolerate any other Dragonets in the tank unless their territory is unaffected, ie. a big tank. I guess if you get them all together then it may be possible but i've never even heard of anyone sucessfully keeping more than one in a tank.

I'm curious if others have successfully cultured PODS and can recommend a good method. Also, I have a 30gal with a refugium (the "on the back" kind) but I am worried that the PODS don't make it back into the tank fast enough for my mandarin. I love my mandarin, and I really want him to do well. He's not overly shy but won't eat frozen so I'm going to buy PODS for a while and start culturing them if possible. Suggestions are appreciated!!
