Male Betta Making Bubbles But Not A Nest?

Ok... just not sure what to think. I made two other topics about this betta (about him being listless and sick), he's still very listless and not eating (due for another water change later today), a bit more active, but not by much. More like he's being lazy now rather than completely unable to move (though still some of the latter as well)... but yeah.

But he has been doing something I thought was interesting... I've seen him make bubble nests before... but this is different. There are a bunch of bubbles that he's made... but they're all over the place... not a nest. He's made them all while sitting up in one of the live plants I got him (one of which he absolutely LOVES... :p ). Is this normal? I tried googling... all I could find was "bubble nest", "ooh, my betta just made a bubble nest!" and explanations on why they make bubble nests. It's not a nest... just a bunch of bubbles, not together, but all over. It's not the filter current messing it up, because the baffle I have on there cuts down the current to practically nothing... so... yeah.

Anyone seen this? Or know what it is or what it means?
 
He also ate! I gave him three pellets close to his head a few hours ago, he ate two of them... then turned away like he saw something. Five minutes later and the other one was still in there so I scooped it out. But hoorah! He's now eating. Still not "active"... but he's almost always spent a lot of time relaxing on different leaves.

I don't know why though... but I was looking at a neighbor's betta (dorm neighbor), and he is very active, in your face, swimming around, etc. And she has him in a tiny little vase and changes the water like... once a week (she refuses to change anything that she does with him...). But he's VERY active... flaring all the time... my guy is flaring some... and used to flare some... but he's always been very... I guess lazy as well. But aggressive... killing a simple black snail within a day... but... yeah. I just don't get it.
