ive bought a 11w arc pod for my 5gal so i can have some basic live plants in there but my lid is plexiglass with a slight blue tint to it

how much light will be able to get through or would it be best to leave it open?

you will lose some light through the cover but it won't be too much. If you remove the cover then there is a possibility water can get into the light and make it short out.
Leaving the light on for longer will help make up for a little less light getting into the water. Lights can stay on for up to 16hours per day.
