You will get a better response in the marine section, but you can add live rock at any time.

Doesn't matter when you add it, as it will cause its own PH swings. I really, really hope you aren't sitting it out somewhere dry while you're waiting for the PH to level out.

Add it anytime to get your cycle completed as quick as possible

Add live rock ASAP, as waiting will slow your cycle down as the living bits of the live rock removing ammonia nitrite and some nitrate dry out and die if out of water too long, and it takes time to grow the existing organisums back up to their full numbers. The longer live rock is out of water, the longer it will take for ammonia, nitrite and nitrate to level out at zero, thus the longer it is before you can add fish.
