live blackworms

i have decided to culture live blackworms as a source of food for my fish.
here is what i have done:

i have a large tub with 2-3 inches of aquarium water in it with a serve of blackworms from my lfs and a sheet of brown paper.

i have had it for over a week now and have seen no changes.

is this the right setup?
