i have a retro fit halide setup. 2 175 watt halides and two 40 watt flourscents (actinics) however my flourescents will not "lite up" i thought they were burnt out (due to black rings on each end of the tube on one set) i bought new lights and put them in. one light turns on and flickers but doesnt fully light. the other light only glows on the each end. any ideas on what this could be? any ideas on how to fix this? the halides work just fine. the flourescents and the halides each have their own ballast.
 
The capacitor has gone in your flourescent ballast. It looks like a little white cylinder and twists about 90 degrees and pops out (if its a standard ballast), you can get replacements in most DIY stores, take the old one with you and get an identical one.
If there's no capacitor that you can see then its all internal and you'd need someone with electrical knowledge to have a look.
